wrt small business chargers, most are under the 8kW threshold. Of the remainder, I have yet to encounter one that isn't using the charger supplier's software and payment platform, which should allow them to easily meet the regulations without knowing anything about OCPI.
You make an excellent point, and I actually have since learned very small businesses are totally exempt anyway - it was just hidden away. I do find 8kw thing odd though. Why does the power make a difference to when you pay contactless?
It's the hardware and support cost. The 7kW units are often just domestic chargers, and adding a card reader would require complete replacement. For new chargers there are higher support costs and transaction charges. The low usage factor means most 7kW chargers aren't commercially viable at the moment, and extra cost could lead to their deactivation.
