I predict that VAT on public chargers will be equalized downwards WHEN a per mile road tax is introduced.

A good thought, I suppose for HMT they will want to minimise loss to the exchequer

The catch with a per mile road tax is record keeping and debt collection. Fuel duty, and VAT on charging are great because you pay before you drive and they are hard to evade. Road charging just needs a set of false plates and you are free to drive, and should you not go down that route then the government is faced with sending in the debt collectors to those who drove when they couldn't afford the charges.
