Exactly, it is odd. Another reader suggested maybe it's because Waitrose customers would already have a driveway, so less of a draw. In any case, they said they'd do it, and didn't.

I was going to say the same thing. The only time I would use supermarket chargers is when I am away from home.

The world of EVs has changed a lot since they made that policy, and their U-turn seems reasonable. They may need chargers for staff, but demand from customers will be minimal.
